Colored Construction Paper
Alternatives: Ribbons, Tissue Paper, Yarn.

With your desired color construction paper, carefully cut a shape resembling a cloud. It doesn’t need to be perfect!
Cut several colored construction papers into long vertical strips. You may also use tissue paper, ribbons, thick colored yarns, anything that makes you think of rain.
Place some glue on the top of one of the long strips of paper. Place strip onto the cloud cutout. Repeat across with rainbow colors until you reach the other side. Let glue try, about 15 minutes.
In the meantime, take a cotton ball and use your fingers to pull it apart gently to expand it a bit.
On the main side of the cloud cut out, glue the cotton balls until covered.
Cut two holes at the top of your cloud. Then put the yarn through the holes and tie a knot.

Paint: A liquid with pigment that can be spread on a surface by using your fingers, brushes, etc.
Collage: An artistic composition made of various materials (e.g. paper, cloth, or wood) glued on a surface.
